由于國際規(guī)范只是原則指導而非具體標準，協(xié)會在標準形成過程中還將占據(jù)重要地位。根據(jù)產業(yè)發(fā)展狀況，各國私營安保發(fā)展模式可以分為三類：第一類以英、美為代表，它們不僅實現(xiàn)了公共安全的高度外包，而且還能在高風險地區(qū)活動，甚至勝任對外政策工具；第二類則以日、德等發(fā)達國家為代表，限制私營安保涉足公共領域，同時海外開拓也并不活躍；第三類則以發(fā)展中國家為代表，中小型安保企業(yè)數(shù)量龐大，呈低水平分散狀態(tài)，它們沒有海外活動的意愿和能力，國家監(jiān)管水平落后。中國具有明顯的二重性，“發(fā)展中國家式”的產業(yè)基礎與“發(fā)達國家式”的海外需求間存在嚴重的結構失衡。一邊是規(guī)模較大的保安業(yè)，人員和資本較有規(guī)模，與國內公安部門關系密切，但缺乏海外活動的能力和意愿；另一邊則是注重于保護海外利益，但是規(guī)模、資本嚴重不足的安保業(yè)。出于多種原因，這兩者未能有效結合，導致了中國私營安保海外有效安全供給的嚴重不足。
